Industrial zoning in Singapore can feel like alphabet soup – B1, B2, “B2 clean”, food factory, 60/40 rule. Yet if you are a business owner or investor, knowing the differences is critical for compliance, financing and long-term value.
What B1 Industrial Is: Clean & Light Uses
B1 industrial zones are meant for clean and light industrial activities that have minimal impact on surrounding areas.
B1 is suitable for light manufacturing, assembly, warehousing, research and development, and other low‑nuisance trades that can be located closer to residential and commercial areas.
IRAS treats land zoned Business 1 (B1) under the Master Plan as industrial property for tax and usage classification.
Common B1 trades:
Electronics assembly and light manufacturing (small devices, components).
Printing, publishing, media production and post‑production.
IT, software, data centres, call centres and e‑business operations.

What B2 Industrial Is: Heavier General Industries
B2 industrial zones are intended for general and heavier industrial activities that require bigger nuisance buffers because of noise, traffic or emissions.
B2 areas are used for industry, warehouse and utilities where uses may impose a greater nuisance and require larger health and safety buffers than B1.
JTC usage guidelines list activities such as heavy engineering, metal fabrication, concrete batching, waste treatment and refineries as examples of heavier trades.
Common B2 trades:
Metal fabrication, machining, shipbuilding/repair and heavy engineering.
Automotive workshops, vehicle servicing and machinery repair.
Waste management, recycling and some chemical-related operations (in approved areas).
Large-scale logistics operations requiring heavy vehicles and open yards.
What “B2 Clean & Light” Means
Within B2 estates, some multi‑storey factories and ramp‑up buildings are meant for “cleaner” trades that still require B2 zoning.
JTC guidelines distinguish very heavy industries (refineries, incinerators, major chemical plants) from lighter industrial activities that can operate in flatted or ramp‑up factories with controls.
“B2 clean & light” generally refers to trades that need B2 flexibility (for example, higher floor loading, heavy vehicles) but do not involve highly hazardous processes.
Common “B2 clean & light” trades:
Precision engineering, assembly of machinery and equipment.
Logistics and distribution centres with frequent 20‑/40‑foot truck movements.
Light industrial processes with limited emissions but needing B2 locations (e.g., certain packaging or fabrication)
Food Factory: Purpose-Built For Food Production
Food factories are a specific sub‑category with stricter location and building rules.
JTC states that “food or food-related industries” must be located within designated Food Zones, and that uses must be compatible with both JTC usage and zoning guidelines.
JTC’s non‑permitted trades list clarifies that in many standard B2 premises only food storage (with Singapore Food Agency registration) is allowed; no food processing or repacking is permitted unless the building is a proper food factory.
Common food factory trades:
Central kitchens and food processing plants supplying F&B outlets or supermarkets.
Bakeries and confectionery production for wholesale distribution.
Chilled/frozen food handling, storage and distribution in food‑zoned developments.
If your trade involves actual food production (not just storing packaged goods), you typically need a purpose‑built food factory or food‑zoned space to satisfy JTC, URA and SFA rules
Matching Your Trade To The Right Class
When deciding between B1, B2, B2 clean/light or food factory, consider:
1) How “clean” is your operation?
Low‑impact, tech-heavy, office‑plus‑light‑production: typically B1.
Heavy machinery, strong odours, significant noise or heavy vehicles: typically B2.
2) How close are you to housing and other sensitive uses?
Short nuisance buffers (smaller setbacks) point toward B1-type trades; larger buffers and isolation requirements point toward B2.
3) Is food involved, and how?
Storage-only of packaged food may fit certain warehouses with SFA registration, if building guidelines allow.
Any cooking, processing or repacking requires proper food factory facilities in food zones.
Getting the classification right upfront protects you from enforcement risk, improves financing options, and makes the property easier to lease or sell later to the right pool of industrial tenants.
